CalGuns Foundation is reporting that the 9th Circuit Court of Appeals has ruled that California’s “may issue” CCW scheme is unconstitutional. Those who have followed this issue know that in places like Los Angeles County, if you’re not a Hollywood A-lister, you can forget about getting a permit to carry. The Court has reportedly ruled against this fiat rule making by local schmoes.
